			<description>Lesley Joines tells us the papers can be sent by post with a phone number but everything has to be complete. Typically, there are different interpretations of the law in different mairies.
As things are never straightforward with French administrations, Lesley recommends that you phone your local mairie just to confirm whether they will accept the papers by post but it would still be best to go in person in case anything is missing. Demands from non-French EU citizens can expect to be very closely checked.
Normally the French Ministère de l’Intérieure publishes leaflets to explain about signing up for non-French EU citizens but by the time they are sent out it may well be to late!
For really difficult cases the Services Eléctoraux de la Préfecture do seem to answer questions quickly now. M.M. - Riviera Reporter</description>
