			<description>This carte de sejour situation is absurd. On one hand some administrations still ask for it and on the other hand the prefecture in Nice refuses to grant it to EU citizens because it's no longer obligatory. Try opening a business here without a carte de sejour/carte de resident. Nearly impossible in many communes... but not in others! - Wilkes</description>
