A profitless exercise

An odd question, this. Boel, also in Monaco, says she has a ticket for an upcoming major concert in the Principality. She’ll have to be out of town at the time. Can she sell the ticket to another person? Well, who would know anyway? As a matter of curious fact, under French law such a sale should not entail making a profit (which is how touts get done).
