Whereas this is not related to the original topic of finding out where a code relates to, the following site is similar to the "Say No To 0870" site but lists the businesses in one long list in alphabetical order, with the phone number and method to by-pass the system. The main page lists businesses from the UK, US and Canada with links to each country on its own.
