That's the winter fuel allowance claimed along with their state pension by many British oldies in France. It's resented by some people in the UK who growl when they hear of residents of such chilly French departments as Martinique, Guadeloupe and Reunion trousering the allowance every year. Seriously, though, even down here it can get cold in the winter and serious heating becomes necessary. To qualify for this benefit you need to testify that you were resident in the UK for the year's "qualifying week" - sssh... nobody checks - which for 2007 was the period between September 17th and 23rd - and you have to have received the allowance while still resident in the UK.
