Brian Cave has drawn our attention to this boneheaded contribution from a Professor Blackburn to the proceedings of a Westminster Select Committee on the subject: “There is no reason why an expatriate living hundreds or thousands of miles away, carrying memories of British politics in the past and with little or no knowledge of contemporary issues should influence the choice of government in a country to which he is not subject and to which he may pay no taxes.”
